MTS Cedar Roots Program

The Cedar Roots program is based on the federal McKinney-Vento Act, a law that ensures children and youth experiencing housing difficulties or transitions have equal access to public education. It provides support for school enrollment, attendance, and academic success—regardless of a student’s current living situation. The goal is to remove barriers so every student has the opportunity to thrive, even during times of housing instability or transition.

Cedar Roots recognizes that families and communities may have a wide range of living arrangements, including multigenerational or communal living traditions. Participation in this program does not change or challenge those traditions, rights, or designations. Instead, it is offered as an optional support to help connect students and families with additional resources when needed.

Under the McKinney-Vento Act, children and youth who do not currently have a fixed, regular, and adequate nighttime residence may qualify for support. This may include students who are:

  • Living in shelters or transitional housing

  • Sharing housing with others due to economic hardship or changes in housing (sometimes referred to as “doubled up”)

  • Staying in motels, cars, parks, or campgrounds

  • Temporarily living in substandard housing or places not typically intended for human habitation

Important Note:
Communal or culturally traditional living arrangements—such as those practiced by Native American families or other close-knit communities—are respected and not automatically considered housing difficulties. The Cedar Roots program is intended only to provide additional support when families or youth identify a need.

Key Protections and Services

Immediate Enrollment:
Schools must enroll eligible students right away, even if documents such as proof of residency, immunization records, or school transcripts are not available.

School Stability:
Students may remain
at their school of origin (the school they previously attended) if it is in their best interest. Transportation to and from school will be provided when needed.

Support Services:
A Cedar Roots liaison is available to help students and families access transportation, school supplies, counseling, and other supportive resources.
